NABIRE, CENTRAL PAPUA – The Central Papua Provincial Government continues to encourage the creation of a safe environment and support the growth and development of children through the preparation of regional regulations on the fulfillment of children’s rights. This step is part of the effort to accelerate the realization of Layak Anak Regency (KLA), especially in Nabire Regency.
Assistant III for General Administration of Setda Central Papua, Viktor Fun, in Nabire, Friday, said that the regulation is needed to strengthen the foundation of local government policies, starting from program planning to budgeting that is oriented towards the fulfillment of children’s rights.
According to him, the protection and fulfillment of children’s rights cannot only be charged to agencies that specifically handle children’s problems. The involvement of various regional devices and stakeholders is required so that the compiled policies can be implemented thoroughly.
“The fulfillment of children’s rights is a cross-sector responsibility so it requires the involvement of various regional devices and stakeholders, not only agencies that handle child protection,” said Viktor.
To support the preparation of the policy, the Central Papua Provincial Government discussed various inputs through Focus Group Discussion (FGD) activities. This forum becomes a forum to harmonize views between regional devices, as well as identify strategic issues, problems, and data related to the condition of children in Nabire Regency.
The FGD also involves academics and community leaders to enrich the perspective in formulating regulations that are in accordance with the needs in the field. The government hopes that this discussion process can produce a comprehensive policy and become a guideline for the implementation of the children’s rights fulfillment program in a sustainable manner.
Viktor explained, Nabire Regency has a strategic position because it is the capital city of Central Papua Province. Therefore, Nabire is expected to be an example for other regions in implementing policies to protect and fulfill children’s rights in an integrated manner.
The fulfillment of children’s own rights includes a number of important aspects, ranging from civil rights and freedoms, family environments and alternative parenting, basic health and well-being, education and cultural activities, to special protection for children who need more attention.
These aspects need to be supported by policies and programs that ensure children can grow up in a safe, healthy, comfortable environment, and gain the opportunity to develop their potential.
Through the preparation of this regional regulation, the Central Papua Provincial Government hopes that the coordination between sectors will be stronger and the implementation of child protection programs can be more directed. This effort is also a step to ensure that children’s rights are not only stated in the policy, but also realized through real programs that are felt by children and families in Central Papua.
