Wamena – A roadblock protest staged by several village heads and residents of Kimibur Village, Karubaga District, Tolikara Regency, Highland Papua, on Tuesday (August 5, 2025), was peacefully resolved. The protest was held in response to delays in the disbursement of Village Funds and honorarium payments for village officials for the 2025 Fiscal Year. The roadblock had temporarily disrupted traffic flow and public activities in the surrounding area.
Upon receiving reports of the incident, a joint team consisting of personnel from the Tolikara Police, Mobile Brigade (Brimob) BKO, and local government officials acted swiftly by heading to the location. A persuasive and dialogical approach was chosen as the primary method to de-escalate the situation. The security team was led by several officers, including Narcotics Unit Head Ipda Muh. Suryanto, Intelligence Unit Head Ipda Zakaria M. Rizal, Criminal Unit Deputy Head Ipda Chiliper Wally, Karubaga Police Chief Ipda Eka Januarachman, and Brimob Platoon Commander Ipda Yabes Baransano.
Upon arrival, the team immediately coordinated with local government representatives and community leaders. During an open dialogue session, community representatives voiced their concerns and demands regarding the delayed disbursement of crucial village operational funds and compensation for village officials. Community leaders played an active role in mediating the discussion and helped convey the people’s aspirations in an orderly manner to the authorities.
Thanks to effective communication, a human-centered approach by the joint team, and support from local leaders, the situation was brought under control without any acts of violence. Following a commitment from the local government to promptly address the disbursement issue, residents agreed to reopen the previously blocked road. The local government expressed appreciation for the cooperation of all parties and reaffirmed its commitment to accelerating administrative processes to prevent similar incidents in the future.
