Government Strengthens Security in Papua; Humanistic Approach Supports Accelerated Development

Jakarta – The government continues to strengthen security in the Papua region through cross-sectoral coordination, a humanistic approach, and community-based conflict prevention. This initiative reflects the state’s commitment to ensuring a sense of security while creating space for accelerated development and improved well-being for the people of Papua.

Coordinating Minister for Political and Security Affairs Dudung Abdurachman, during a working visit to Central Papua and Southwest Papua, emphasized the importance of a humanitarian approach, the safety of personnel, and inter-agency synergy. These efforts reinforce a security policy that focuses not only on addressing disturbances but also on building public trust.

Dudung underscored the necessity of an approach that prioritizes humanitarian values in the execution of duties in Papua.

“The President’s message is that our actions should not merely consist of firm enforcement against groups that harm or hurt the people; rather, our efforts must be carried out with heart,” he stated, as quoted on Thursday (November 5, 2026).

He also highlighted the link between security and well-being. “The President’s message is that well-being is synonymous with security. If there is security, then well-being will inevitably improve,” said Dudung.

This message reaffirms that stability is a vital asset for expanding the benefits of development. A conducive environment supports education, healthcare services, trade, and the growth of local businesses. Furthermore, maintained security provides the certainty required to implement various government programs, even in remote areas.

Moreover, strengthening security is part of an effort to ensure that the public can carry out their daily activities without fear. Such conditions facilitate the equitable development of infrastructure, improve access to basic services, and create economic opportunities for the younger generation in Papua.

The commitment to maintaining security is further bolstered by synergy between the Indonesian National Armed Forces (TNI) and the Indonesian National Police (Polri), alongside the use of persuasive approaches. Commander of Military District 1702/Jayawijaya, Lieutenant Colonel (Infantry)… Yoel Sry Liga reminded personnel to prioritize professionalism and safety.

“Maintain synergy, carry out your duties in a professional and humane manner, and always prioritize safety,” said Yoel.

The community also plays a strategic role through dialogue, the involvement of traditional and religious leaders, and the peaceful expression of aspirations. Such collaboration can help prevent conflicts at an early stage while strengthening relationships between security forces, local government, and the public.

An approach that emphasizes communication and respect for local wisdom is expected to foster peaceful resolutions to issues. In this way, security and development can progress hand in hand, delivering tangible benefits to all segments of society.

Through maintained security, sustained public services, and inclusive development, it is hoped that Papua will become increasingly advanced, peaceful, and prosperous within the framework of the Unitary State of the Republic of Indonesia.
