PANIAI, CENTRAL PAPUA – The spirit of unity and patriotism among young people was the central message of the 98th Youth Pledge Day commemoration held at the Paniai Police Headquarters Parade Ground on Wednesday (October 28, 2026). Paniai Police Chief AKBP Roycke F. Betaubun called on young people to play an active role in regional development by strengthening their character, social awareness, and sense of national identity.
Carrying the theme “Patriotic, Resilient, Empathetic: Youth for Indonesia,” the commemoration served as a reminder of the important role young people play in preserving national unity while advancing community development, particularly in Paniai Regency.
In his address, Roycke emphasized that regional progress depends not only on natural resource wealth but also on the quality of human resources capable of managing that potential responsibly. Young people must therefore develop strong character, an unwavering spirit, and a genuine concern for the social conditions around them.
“Patriotism today must be demonstrated through achievements, compassion, and exemplary conduct in everyday life. Young people in Paniai must have an unyielding spirit, the courage to bring about positive change, and sensitivity to the needs of their communities,” Roycke said.
He also reminded the audience that the spirit of the Youth Pledge must not remain confined to ceremonial commemorations but should be reflected in concrete actions. A shift in mindset, strong moral values, and a willingness to keep learning are essential foundations for young people to face challenges and contribute to regional development.
Strengthening Partnerships Between the Police and Young People
The Paniai Police Chief also emphasized the importance of building harmonious relationships between the police and the community, particularly young people. Through the principle of Police Working Together with the Community, Paniai Police seeks to strengthen partnerships with residents as part of its efforts to maintain public security and order.
According to Roycke, young people play a strategic role in creating a safe, peaceful, and productive environment. Their involvement in social activities, efforts to maintain harmony among different groups, and support for development programs can become a positive force for Paniai’s progress.
He expressed hope that young people would not merely benefit from development initiatives but would also emerge as agents of change, making meaningful contributions to their neighborhoods, villages, and the wider region.
Community Recognition Highlights Police Service
The commitment to building closer relationships with the community was also reflected in an award presented by community members to the Head of the Community Development Unit of Paniai Police, IPDA Lalu Hiskam Anady, S.E.
The award recognized the efforts of the Community Development Unit (Binmas) in maintaining communication, listening to public concerns, and providing services to residents, including those in remote villages and border areas of Paniai.
The presence of police personnel within the community is an important element in building public trust. Through open communication and consistent service, relations between the Indonesian National Police (Polri) and the public are expected to grow stronger.
The recognition also serves as encouragement for Paniai Police personnel to continue improving service quality and strengthening an approach based on partnership and concern for community needs.
Ceremony Concludes in an Orderly and Peaceful Atmosphere
The 98th Youth Pledge Day ceremony was attended by senior Paniai Police officials, Mobile Brigade crowd-control personnel (Dalmas), headquarters staff, Traffic Unit officers, and personnel from the Criminal Investigation, Narcotics, and Intelligence and Security Units.
During the ceremony, IPTU Daud Patang served as the Ceremony Officer, while IPDA Lalu Hiskam Anady acted as the Ceremony Commander. The entire event concluded at 9:28 a.m. WIT in an orderly, safe, and peaceful atmosphere.
On the occasion of Youth Pledge Day, Paniai Police called on young people to continue upholding the spirit of unity, strengthening social awareness, and actively participating in various development initiatives.
This spirit is expected to lay the foundation for a generation of Papuan youth with strong character and integrity who can become agents of change, contributing to a safer, more harmonious, and increasingly prosperous Paniai Regency.
