JAYAPURA – Deputy Home Minister Ribka Haluk has urged regional governments across Papua to accelerate the distribution of the Phase II Special Autonomy (Otsus) Fund for the 2026 fiscal year to ensure that its benefits can be immediately felt by the people.
The call was made during an online evaluation meeting on the distribution of the Special Autonomy Fund held on August 27, 2026.
Haluk said that the distribution of the Phase II Otsus Fund must be completed promptly, considering its important role in supporting development and improving the welfare of Papuan communities, particularly in the sectors of education, healthcare, basic public services, and infrastructure development.
According to Haluk, several regional governments across Papua have yet to complete the process for distributing the Phase II Special Autonomy Fund, despite the established deadline for the disbursement.
Data from the Directorate General of Fiscal Balance as of August 24, 2026, showed that 19 regional governments had received the Phase II Special Autonomy Fund. However, the government continues to encourage other regions to accelerate the completion of administrative requirements and distribution mechanisms.
Haluk emphasized that regulatory issues and limitations in human resources should not become prolonged obstacles to the implementation of development programs in Papua.
“We must ensure that the Special Autonomy Fund is distributed on time and utilized optimally for the benefit of the Papuan people,” she said.
She called on governors, district heads, mayors, regional secretaries, and relevant regional government agencies to strengthen coordination and supervision over both the distribution and utilization of the Special Autonomy Fund.
The government, Haluk added, will continue evaluating the management of the fund by applying the 5T principles: timeliness, appropriate targeting, accurate allocation, proper beneficiaries, and appropriate utilization.
Through the acceleration of the Phase II Special Autonomy Fund distribution, the government hopes that development programs and public services throughout Papua can be implemented optimally and deliver tangible benefits toward improving the welfare of local communities.
