Jakarta – Home Affairs Minister Muhammad Tito Karnavian expressed his appreciation for the Uninhabitable House Renovation (RTLH) program in Papua, initiated by the Ministry of Housing and Settlement Areas (PKP). He stated that housing problems in Papua remain quite high because many people lack decent housing.
Tito made this statement after a Preparatory Meeting for the Construction and Rehabilitation of Livable Houses in 6 Provinces in Papua at the Ministry of Home Affairs (Kemendagri) Headquarters in Jakarta today.
“The Minister of PKP has an extraordinary program, including subsidized housing, house renovations, and other programs. He even allocated at least 21,000 houses (in Papua) for this house renovation program,” Tito said in a written statement on Wednesday (April 15, 2026).
He acknowledged that there has never been a housing program as massive as the one being implemented by the Ministry of PKP. In fact, the Ministry of PKP also has a special program for border areas, including Papua.
Tito stated that the massive nature of this program would be difficult to implement if it relied solely on the Regional Budget (APBD). This is considering that Papua has six provinces and 42 regencies/cities.
“If we simply calculate it, 21,000 divided by 42 regencies/cities is approximately 500. How much does the APBD cost for each regency/city?” he asked.
“We express our deep appreciation to the Minister of Housing, Mr. Ara Sirait, for his housing program, including house renovations, which have significantly impacted Papua, Tanah Papua,” he continued.
Meanwhile, Minister of PKP, Maruarar Sirait, explained that in addition to house renovations, his ministry is also preparing several housing programs for the Papuan people, such as the People’s Business Credit (KUR) for Housing and subsidized housing.
“There are also three slum areas being improved: in Papua Induk, Jayapura, South Papua, and Sorong. So the program is massive,” Maruarar concluded.
Also present at the forum were Deputy Minister of Home Affairs Ribka Haluk, Head of the Central Statistics Agency (BPS) Amalia Adininggar Widyasanti, members of the Executive Committee for the Acceleration of Special Autonomy Development in Papua, and the governor and representatives from the Papua region.
