This inauguration is not just a routine ceremony, but rather a statement that the National Police will no longer rely solely on tactical and technical actions in the field. As stated by Deputy Chief of Police, Commissioner General of Police Prof. Dr. Dedi Prasetyo at the inauguration of the Police Study Center (March 10, 2026)

“It is hoped that with the inauguration of these 16 Police Study Centers, each with its own scientific field, these police study centers will become a forum for research and academic discussion related to the development of police science in Indonesia.”

This demonstrates that the Indonesian National Police (Polri) is now consciously moving towards intellectual strengthening through an Evidence-Based Policy paradigm, a policing approach that bases every policy and action on scientific evidence and in-depth research.

Pentahelix Collaboration: From Aceh to Maluku
The Indonesian National Police’s major strategy currently involves Pentahelix collaboration, which positions academia as a strategic partner in maintaining national security. This intellectual expansion is not only centered in Jakarta but has spread to various regions across Indonesia to capture diverse local perspectives. To date, eight of the 77 Police Study Centers at state and private universities have officially opened their doors, including:

  1. Syiah Kuala University
  2. Sebelas Maret State University
  3. Pattimura University
  4. Muhammadiyah Karanganyar University
  5. Sultan Agung Islamic University
  6. Semarang State University
  7. Bangka Belitung University
  8. Jenderal Soedirman University
The presence of these regional study centers is expected to be able to analyze the specific security challenges in each region with a sharp academic analysis. Furthermore, 69 state and private universities are currently in the process of signing cooperation agreements (PKS) stretching from Aceh to Papua. With the inauguration of these study centers, the Indonesian National Police (Polri) hopes that a scientific culture will be ingrained within the institution, ensuring that every decision made has undergone public scrutiny and accountable academic review.
