Prior to that incident, three civil servants (ASN) were also targeted and killed by the Free Papua Movement (OPM) in Jayawijaya.

Minister of Human Rights Natalius Pigai specifically highlighted a shift in the pattern of conflict in Papua.

The conflict is no longer limited to confrontations between the TNI/Polri (military and police) and the Free Papua Movement (OPM) but now also targets civilians. Often, the hostility is driven solely by racial, ethnic, tribal, and religious identities. He is concerned about this new pattern, as conflicts fueled by ethnic and racial sentiments have the potential to deepen societal divisions. “In the past, civilians were left alone; they were never shot. What alarms me is that the resistance in Papua has shifted toward opposition based on racism, ethnicity, and race—a development that cannot be taken lightly,” said Pigai at Hotel Borobudur, Jakarta, on Thursday (September 17, 2026).

Jakarta – Coordinating Minister for Political and Security Affairs Dudung Abdurachman stated that President Prabowo Subianto has advised that the handling of the conflict in Papua should employ an approach that wins the hearts of the people. “Regarding the handling of Papua—following the inauguration of the Advisory Council yesterday—I received directives from the President that

[5489

post-40306","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-berita-utama
["GET
