JAYAPURA, Indonesia \u2013 The Papua Provincial Government is strengthening institutional capacity and coordination to improve the implementation of Special Autonomy (Otsus) in Papua, with a focus on ensuring that policies, budgets and programs deliver tangible benefits to local communities.<\/p>\n\n\n\n
The effort was discussed at a meeting on Strengthening Institutional Capacity and Performance for Special Autonomy in Papua Province, held at Hotel Horizon Kotaraja in Jayapura on Tuesday (September 1, 2026).<\/p>\n\n\n\n
The meeting brought together representatives from the Papua Provincial Government, Ministry of Home Affairs, Ministry of Finance, National Development Planning Agency (Bappenas), Papua Development Acceleration Agency (Badan Pengarah Papua), SKALA and other relevant stakeholders.<\/p>\n\n\n\n
The forum focused on strengthening governance, coordination and collaboration in the implementation of Special Autonomy, including the exercise of special authorities, development planning, budgeting, reporting, supervision and evaluation.<\/p>\n\n\n\n
Representing the Governor of Papua and officially opening the meeting, Assistant Regional Secretary for General Administration of the Papua Provincial Government, Suzana D. Wanggai, S.Pd., M.SocSc, said the success of Special Autonomy should not be measured solely by financial support, but also by how effectively special authorities are implemented and institutions are strengthened.<\/p>\n\n\n\n
She said the implementation of Law No. 2 of 2021 and its implementing regulations must be supported by accountable planning, budgeting, reporting, supervision and evaluation mechanisms.<\/p>\n\n\n\n
\u201cEvery policy must respond to the needs of the community and ultimately contribute to improving the quality of life of the people,\u201d Suzana said.<\/p>\n\n\n\n
She also called on all stakeholders to strengthen collaboration in implementing Special Autonomy and to ensure that government policies are translated into measurable programs that provide tangible benefits, particularly for Indigenous Papuans.<\/p>\n\n\n\n
Senior Manager of SKALA, Asa, said the organization supports efforts to strengthen Special Autonomy governance, particularly through improving basic public services and reducing poverty.<\/p>\n\n\n\n
According to Asa, the meeting provided an opportunity for central and regional governments to strengthen cooperation, develop a common understanding and follow up on shared commitments to improve the implementation of Special Autonomy in Papua.<\/p>\n\n\n\n
Meanwhile, Organizing Committee Chair Maurits Valentino Wyla Hege, S.STP., M.Tr.I.P., said the meeting involved representatives from the Papua Provincial Government, Papua Legislative Council (DPR Papua), Papuan People’s Assembly (MRP) and relevant regional government agencies.<\/p>\n\n\n\n
Speakers from the Ministry of Home Affairs and Ministry of Finance were also present to discuss Special Autonomy policies, the implementation of special authorities, as well as the management and oversight of Special Autonomy funds.<\/p>\n\n\n\n
\u201cThis forum is expected to produce solutions and concrete steps to strengthen synergy and improve the effectiveness of Special Autonomy implementation in Papua,\u201d Maurits said.<\/p>\n\n\n\n
