Jayapura, Papua \u2013 The Jayapura City Government, in collaboration with Indonesia\u2019s Ministry of Social Affairs, is preparing to establish a strategic national education project known as the People\u2019s School (Sekolah Rakyat) in Skouw Mabo, Muara Tami District. The initiative is designed to expand educational opportunities for underprivileged children and school dropouts, reinforcing efforts to improve human capital development in Papua.<\/p>\n\n\n\n
The boarding school program is expected to provide a second chance for children who have been unable to continue their education, while also ensuring that students from low-income families have access to quality learning facilities and academic support.<\/p>\n\n\n\n
Head of the Jayapura Social Affairs Office, Mathius Pawara, explained that prospective students are selected based on government welfare data to ensure the program reaches those most in need.<\/p>\n\n\n\n
“Sekolah Rakyat ini memang diperuntukkan kepada warga masyarakat kita yang memang kurang mampu, yang diambil datanya dari kelompok desil 1 dan desil 2,” said Mathius Pawara on Monday (June 15, 2026).<\/p>\n\n\n\n
As part of the project, the Mayor of Jayapura has allocated six hectares of land for the development of an integrated boarding school complex that will accommodate elementary, junior high, and senior high school students.<\/p>\n\n\n\n
According to Pawara, student recruitment is currently underway, with priority given to children who have dropped out of school and those seeking to continue their education at the next level.<\/p>\n\n\n\n
“Siswa ini kita rekrut memang putus sekolah dan yang mau lanjut ke tingkatan. Untuk ini memang sementara kita melakukan perekrutan siswa baru. Sekolah berpola asrama dari tingkatan SD, SMP, dan SMA,” he said.<\/p>\n\n\n\n
The school will be managed through a collaborative framework involving multiple government institutions. The Social Affairs Office will oversee school management, while the Education Office will be responsible for academic programs and the provision of teaching staff.<\/p>\n\n\n\n
“Guru-guru yang bertugas nantinya direkrut melalui Kementerian Sosial dengan syarat mutlak memiliki latar belakang pendidikan keguruan,” he explained.<\/p>\n\n\n\n
Although construction of the permanent campus is still in the planning phase, educational activities have already begun through the use of existing government facilities. Currently, 50 senior high school students are studying at the Social Training Center, while approximately 40 elementary and junior high school students from Jayapura are receiving education at the Job Training Center (BLK).<\/p>\n\n\n\n
The initiative reflects the government’s commitment to reducing school dropout rates and creating broader access to education across Papua.
