Jayapura, Indonesia \u2013 Indonesia’s Deputy Minister of Home Affairs, Ribka Haluk, has called on regional governments across Papua to strengthen the management of Special Autonomy (Otsus) Funds by consistently applying the 5T principle to ensure greater public welfare and sustainable development.<\/p>\n\n\n\n
Speaking during a meeting with local government officials from across Papua in Jayapura on Saturday, Haluk emphasized that the special autonomy funds must be managed transparently and directed toward addressing the real needs of local communities.<\/p>\n\n\n\n
The 5T principle refers to ensuring that government spending is on target (tepat sasaran), beneficial (tepat manfaat), timely (tepat waktu), appropriately allocated (tepat jumlah), and administratively accountable (tepat administrasi).<\/p>\n\n\n\n
According to Haluk, the Special Autonomy Fund remains one of the Indonesian government’s key instruments for accelerating development and improving living standards in Papua. She stressed that its implementation must be carried out responsibly and focused on resolving fundamental challenges still faced by communities throughout the region.<\/p>\n\n\n\n
\u201cRegional governments throughout Papua have the responsibility to ensure that programs financed through Special Autonomy Funds genuinely address the needs of the people, particularly in the sectors of education, healthcare, community-based economic development, and basic infrastructure,\u201d Haluk said.<\/p>\n\n\n\n
She further underlined that the 5T principle should not merely serve as a policy slogan but must be consistently implemented throughout the entire budget management cycle, from planning and execution to monitoring and evaluation.<\/p>\n\n\n\n
Haluk also highlighted the need to shift the way the success of Papua’s Special Autonomy policy is measured. In her view, the effectiveness of the program should not be assessed solely by budget absorption rates but by tangible improvements experienced by local communities.<\/p>\n\n\n\n
\u201cThe success of Special Autonomy implementation is not measured solely by the amount of funding distributed, but also by development outcomes that are directly felt by communities, particularly in remote, border, and underdeveloped areas,\u201d she stated.<\/p>\n\n\n\n
The deputy minister also encouraged provincial, regency, and municipal governments across Papua to strengthen cross-sector collaboration in order to improve the effectiveness and sustainability of development programs funded through the Special Autonomy scheme.<\/p>\n\n\n\n
In addition, she stressed the importance of improving governance standards to ensure greater transparency, accountability, and public benefit in the management of government finances.<\/p>\n\n\n\n
Haluk noted that the central government remains committed to supporting regional administrations through capacity-building initiatives and technical assistance aimed at strengthening professional and accountable management of Special Autonomy Funds.<\/p>\n\n\n\n
