The Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (ATR/BPN), Nusron Wahid, was present on Wednesday (19 November 2025) to witness the installation of boundary markers that serve as the foundation for establishing the limits of ancestral land.

During his remarks, Minister Nusron emphasized that setting clear physical boundaries is crucial to preventing future disputes and unauthorized claims.

“If the land is not recorded, one day someone else could occupy it. That is why the boundaries must be clear, so the state knows and can protect it,” he said before inspecting the boundary marking process.

The boundary installation in Skouw Yambe marks the initial phase prior to identifying the rightful customary landholders. Once the physical limits are established, ATR/BPN—together with local government and indigenous leaders—will determine the legitimate customary representatives. This verification is essential to prevent overlapping claims and ensure legal certainty for the land.

Addressing the indigenous community, Minister Nusron reiterated the importance of formal land registration.

“Registration provides legal certainty. This is your land, and no one may enter without permission from the rightful customary owners,” he affirmed.

In Jayapura City, the ATR/BPN Ministry plans to register customary land in three areas: Skouw Yambe, Skouw Mabo, and Skouw Sai. The certification process is expected to cover approximately 150 hectares, all of which are currently classified as unregistered customary land. This initiative is expected to inspire other indigenous communities across Papua to register their ancestral territories.

During the same event, Minister Nusron also handed over six State-Owned Asset (BMN) certificates and four land ownership certificates to Papuan residents. He additionally presented copies of the customary land registry, accompanied by Member of the DPD RI Committee I Carel Simon Petrus Suebu and Head of the Papua Provincial Land Office Roy Eduard Fabian Wayoi.

Jayapura — Efforts to accelerate the certification of customary (ulayat) land in Papua reached a significant milestone with the implementation of the Community Movement for Boundary Marking (GEMAPATAS) in Skouw Yambe, Muara Tami District.
