According to him, the presence of the Task Force is a strategic step by the state in implementing a new security paradigm rooted in humanitarian values, dialogue, and inclusive social development.

In his statement in Jayapura on Friday (October 17), Apner emphasized that law enforcement and security efforts in Papua should not be viewed merely as military operations, but also as efforts to build mutual trust between the state and the people.

“The Task Force Operation Peace Cartenz represents the state’s effort to be more adaptive and empathetic toward the social realities and cultural values of the Papuan people,” said Apner.

As an academic who closely observes social and security dynamics in Papua, Apner stated that a humanistic approach must go hand in hand with development and education.
